Weak alone — pair with a balm or oil

Why it ranks here. Bioderma invented micellar water in 1995 and is still the benchmark every drugstore version gets measured against. It comes up in every comparison video and skincare thread as the pick for skin that reacts to everything, from dermatology-minded creators and everyday users alike.

Owners with reactive skin are the core fans. One says 'Even cleanser that claims to be very gentle like cetaphil will break me out' but Bioderma has not in five to eight years of daily use; another breaks out more on the days she skips it; a third found 'My skin became less textured and smoother pretty quickly'. It was the only cleanser one user trusted during pregnancy. The complaints: it costs about double Garnier for a similar bottle, fans still use a balm first for heavy makeup, one combination-skin user found it 'dry and irritated' her, and two Garnier users say the difference is 'negligible' or that Garnier 'works the same' for less.

What owners like

  • The gentlest micellar water owners have tried: 'Even cleanser that claims to be very gentle like cetaphil will break me out', but not this, in five to eight years of daily use
  • Long-term users break out more when they skip it, and one found 'My skin became less textured and smoother pretty quickly'
  • Bioderma invented micellar water, and it is still the benchmark every drugstore version is compared to

What owners complain about

  • About double the price of Garnier for a similar bottle
  • Fans still reach for a balm first on heavy makeup, and use this for the leftover residue
  • Not for everyone: one combination-skin user found it left her skin 'dry and irritated', and two Garnier users call the difference 'negligible'

  • I love your laugh lol. I love my Bioderma, but I bought the garnier one one in a pinch, but after using Bioderma for so long there’s definitely a difference. I don’t think I used as many rounds with my Bioderma, but I also used a makeup remover balm and only used the Bioderma to get all the leftover residue. All in all I’d definitely recommend Bioderma. Garnier wasn’t the worst, but I didn’t love it.

  • bioderma is actually the one that developed micellar water, so it's gotta be good. just like vitamin c serum that actually effective by skinceutical. I've been using garnier for many years but lately my skin becoming way sensitive and dry, idk why this happens?? ... i do read some reviews said garnier tend to get dryer in a long term usage. I was thinking to switch to bioderma but the price is the only catch for me.

Depends on the cap. The blue one works for some and not others

Why it ranks here. Garnier's micellar water is the most discussed value makeup remover online, partly because the pink, blue, green and black caps confuse everyone and partly because it is the default answer whenever someone cannot justify Bioderma. That gives it a huge back catalogue of comparison videos and Reddit threads.

The pink cap earns loyalty as a gentle first pass and toner replacement: one user is 'on my 7th bottle now', another says the largest bottle 'lasts me like half a year'. Its limit is eye makeup. In one user's words, 'It's mildly soapy water' and 'this is not a makeup remover, it's just a very light cleanser'. The blue cap for waterproof makeup splits people: one says it 'removes my thick, dark eye makeup effortlessly and without rubbing', another that 'it does not work on water proof mascara', and a third hated the oily feel and 'threw the whole bottle away'. One acne-prone user found the salicylic-acid version made things worse.

What owners like

  • A fraction of Bioderma's price, and the pink cap earns real loyalty: one user is 'on my 7th bottle now'
  • The largest bottle 'lasts me like half a year', so daily use costs pennies
  • The blue waterproof cap has fans who say it 'removes my thick, dark eye makeup effortlessly and without rubbing'

What owners complain about

  • Weak on eye makeup. One user: 'It's mildly soapy water' and 'this is not a makeup remover, it's just a very light cleanser'
  • The blue cap's oily finish divides people; one 'threw the whole bottle away'
  • One acne-prone user found the salicylic-acid version made things worse

This doesn’t remove waterproof makeup or eye makeup. It’s mildly soapy water. I like it a lot as a second cleanse, but this is not a makeup remover, it’s just a very light cleanser. ... • The pink one is my favorite. I'm on my 7th bottle now, it works so well. I like using this first to take off my face and eye makeup, then I'll go in with exfoliators or cleansers to get deep into the skin and to get off whatever is left. Also the value of the product is amazing for the price you pay.

  • I've used the blue top one for years and never knew exactly what would make the pink top one any different. Now we know! ... The blue-capped bottle removes my thick, dark eye makeup effortlessly and without rubbing--so for that kinda action I am willing to put up with that strange oily feeling. Protip: To get rid of the oily feeling the blue capped one leaves just grab another 100% cotton pad and swoop it over the "oily" areas to blot it off.

  • My skin type is mixed, but is definitely sensitive, I tend to get irritated while changing products. I have used Garnier and to me it works the best, I always repurchase it. I have tried this one in the photo for sensitive skin, no irritation, doesn't burn the eyes, no redness. ... I tried the hyaluronic acid + aloe (green one), rose water (pink one), the jellywater with salicylic acid and charcoal for purifying (black one). The jelly one is the only one I did not like and would not repurchase due to it's texture.

Strong. Melts heavy mascara and eyeliner

Why it ranks here. Pond's Cold Cream is a multi-generation habit. The story of a mother or grandmother who used it for decades shows up so consistently under skincare videos that it is almost a genre, and a dermatologist's review of the fragrance-free version drew hundreds of them.

Owners measure it in decades. One has used it for 42 years and has 'no lines at 66'; another's mother used it all her life and 'had a beautiful complexion even at age 92'. For current users it is the cheap thing that takes off heavy makeup: 'Literally the only thing that's affordable and can melt off my heavy use of mascara and eyeliner'. One user cleared cystic acne with it, another used it through Accutane dryness. It costs under $5 at Target and a jar lasts a month or two. The catch is that it is mineral oil with no emulsifiers, so it leaves a greasy film that needs a washcloth or a second cleanser, and stings eyes if it is left behind. The original fragrance is 'overwhelming' to some, which is why the fragrance-free version was welcomed. One 2025 post says the ingredients have changed.

Weak — best used as a first pass, not a full removal

Why it ranks here. For over a decade this has been the makeup wipe everyone has tried, so it has a long record of reviews, and since a 2020 lawsuit over alleged skin reactions it also carries baggage. It is here because of that volume, not because owners recommend it.

The convenience is real: no sink, and one owner has used them as a first step before a real cleanser 'for at least a decade now and have never had an issue'. The rest is complaints. The most repeated one is that the wipes smear rather than clean: 'It redeposits the makeup you just took off back onto your skin'. Others found they simply 'didn't actually remove my makeup', left skin 'dry as hell, red, raw', or 'burned my eyes'. When the pack shrank from 25 to 21 wipes the fragrance changed to 'sickening strong', made one user nauseous, and by 2024 long-time buyers say the wipes are 'soooo dry' they need wetting. A makeup artist and a Clinique employee both steer people to balms instead.

What owners like

  • No sink needed, which is useful for travel and gym bags
  • One owner has used them as a first step before a real cleanser 'for at least a decade now and have never had an issue'

What owners complain about

  • The most repeated complaint: 'It redeposits the makeup you just took off back onto your skin', and others say they 'didn't actually remove my makeup'
  • Skin reactions: 'dry as hell, red, raw', 'burned my eyes', and a fragrance that made one user nauseous
  • When the pack shrank from 25 to 21 wipes the scent turned 'sickening strong', and 2024 buyers say the wipes are 'soooo dry' they need wetting

Strong. Melts heavy makeup

Why it ranks here. The e.l.f. balm is the default answer whenever someone wants Clinique's Take The Day Off for a third of the price. A whole Reddit thread exists just to find replacements for it, which says something about the following, and about why people are leaving.

Owners like how it melts makeup without heaviness: 'Not heavy and thick like most balms, melts down to a luxurious oil and takes everything off'. One daily user says her lashes are fuller and stronger since she stopped losing them to wipes. It is about $11 at CVS, often with a coupon, and one former Clinique user calls it her new number one. The complaints: one user found it 'burned my eyes', another says 'it gets chunky and weird before I can finish a smaller container', and a jar means fingers in the pot. The bigger 2026 story is the boycott. Several long-time buyers stopped buying all e.l.f. products after the brand platformed a comedian who jokes about domestic violence, and two of them say Garnier's balm performs as well or better.

Finally got my hands on this. Found it at Target, never seems to be at drugstores. I also found the very tiny size new Cerave cleansing balm…same price but less product, and I like that Elf is cruelty free, so the Cerave went back on the shelf. ... I have to say, this is one of the BEST! Not heavy and thick like most balms, melts down to a luxurious oil and takes everything off.— YouTube comment · geslinam9703 · 2021-10-13

  • I use this balm to remove my makeup every day that I wear makeup and my lashes look SOO much better; my lash-line looks fuller and my lashes are stronger. Before I just used neutrogena makeup wipes and I would lose so many lashes. 😫 But NOT with this Elf Cleansing Balm! I’m pretty sure it’s the peptides in this product that have been strengthening my lashes. It’s so much gentler on the skin and lashes, so hydrating. 10/10 for me! 🙌

  • I agree the elf is amazing on sensitive skin and does the job . Neutrogena which is supposed to be also good for the skin broke me out I’m guessing because it’s sooooo oily .

  • I just discovered this cleansing balm. I used Clinique and cleansing butter from the body shop. No more. ELF is now my #1 cleansing balm. Can’t beat it for $11.00 in CVs. Less $4 coupon yay !!!

  • Is it easy to remove with water? Bc I bought the neutrogena balm and its so hard to get it off my face! It turns into a white paste and I have to use my nail to get it off😩

  • It's so good and reasonably priced that it's sold out everywhere. 😢

  • Used the Farmacy Green Clean, the Elf and the Banila Zero. I agree the Elf burned my eyes. Been using the Dear Klairs fresh cleansing oil, loving it! I love the balms for travel, oils for home.

  • They platformed a guy who has joked about domestic violence victims so there’s a movement to boycott the brand. But also I’m finding it gets chunky and weird before I can finish a smaller container so I’m looking for better quality alternatives.

  • I stopped using it and all elf products after they platformed a loser who unabashedly makes “jokes” about domestic violence. and then doubled down when they were called out. I’ve seen a lot of people stop buying their stuff for that reason!

  • i’d been using the cleansing balm from elf for a while, went through multiple repurchases, but then ofc i looked to switch and was kinda hesitant about garnier since i think of them more for haircare bUT their cleansing balm really is good and performs similar if not better to elf!

Frequently asked questions

What removes waterproof mascara?

An oil or a balm. Pond's cold cream and the e.l.f. cleansing balm melt heavy mascara. Micellar water alone leaves residue, and wipes mostly smear it around.

Is Bioderma worth double the price of Garnier?

For very sensitive skin, owners say yes. Garnier users with normal skin call the difference negligible and keep Garnier for daily cleansing.

Why do makeup wipes get such bad reviews?

They put makeup back on the skin, dry it out, and burn some people's eyes. Even fans use them only as a first pass before a real cleanser.
